HLF Bursary Scheme

The £1.2m Traditional Building Skills Bursary Scheme is being delivered by a partnership comprising English Heritage, the National Trust, Cadw, ConstructionSkills and the NHTG, aided by a £900,000 grant from the Heritage Lottery Fund (HLF).

The scheme in England and Wales which runs until 2010 provides funding to support bursaries for craftspeople, trainees and career changers working to NVQ Level 3 or equivalent or above with work-based practical experience on historic building sites, structures and heritage projects. Individuals can develop their traditional building skills and is suitable for those already working in the construction industry who might want to work in the heritage sector and new entrants who wish to enter the sector. They will gain valuable work-based training, develop existing skills or improve their knowledge and gain experience of conservation and repair. Recorded work-based evidence from a placement can also be used by the bursary holder to work towards achieving the Heritage Skills NVQ Level 3.

A range of public and private companies, firms and organisations are offering placements, with supervision provided by experienced craftspeople or an individual might find a placement themselves and apply to the scheme for funding. This supplements, but does not replace training gained at college.

All bursary applications are assessed by the Bursary Scheme Management Committee using established criteria. The scheme will fund 80 variable-length work placements, comprising 16 placements of one month’s duration, 48 of three to six months and 16 of six months to two years.

The Traditional Building Skills Bursary Scheme is one element in a much larger programme of £7m support from the HLF for a total of 10 bursary schemes. Among these, the Broads Craft Bursaries, administered by the Broads Authority, will offer further support for built heritage skills by enabling training of 10 reed and sedge cutters and five millwrights.

Scotland and Northern Ireland

Following a £1 million award from the Heritage Lottery Fund  to TCRE (now Technical Conservation Group) and further funding from other bodies (Historic Scotland, Scottish Enterprise Glasgow), The HLF Training Bursary Scheme was established.

170 training opportunities will be divided up into one month satellite training bursaries to take up the new National Progression Award (NPA) Award in Conservation Masonry, and one year placements with other partners.

The focus of the training will be on traditional masonry construction with a particular focus on repair and maintenance. The project has significant potential to raise quality and standards in Scotland.
