Qualifying your Workforce

The construction industry is striving to achieve a fully qualified workforce. CITB-ConstructionSkills and the Heritage Agencies across the UK support this initiative and work closely with the NHTG to develop the industry’s conservation, restoration and repair and maintenance skills.

The Heritage Agencies are supporting our work, specifically through the conditions they attach to their grant-aided work.

The Heritage Lottery Fund (HLF) requires a Training Plan to be produced for each grant-aided project, particularly those over £1m. They expect the client to use a contractor that has a qualified workforce and actively recruits apprentices. They encourage clients to take account of the level and number of qualified operatives required in the tendering arrangements. In fact, the HLF insists that the client highlights opportunities arising from the project to support new entrants and extra on-the-job training and they will offer top up funding to compliment any existing funds available to support this aspect of a project. So, if you are tendering for an HLF-sponsored project expect to meet the above criteria.

The Heritage statutory agencies - English Heritage, Cadw, Historic Scotland and the Department for Environment and Heritage Services in Northern Ireland - have a range of contract conditions to ensure that any contractor employed on their properties or grant-aided work actively trains and develops their workforce in line with nationally recognised qualifications. They are clear about their aim to support contractors who train and they are sharing this view with the other main public and private sector clients who own and manage historic buildings.

These major clients and funders require CITB-registered companies to demonstrate their commitment to training by producing a CITB-approved Training Plan. All specify the need for construction workers to have a CSCS card.

The NHTG can help you meet the challenge of qualifying your workforce and ensure that you are able to win tenders for contracts with the big and small clients who need skilled crafts people to undertake work on their historic buildings.

We are here to encourage and advise employers on how to recruit apprentices and train their existing employees with the necessary skills and nationally recognised qualifications. There are a number of training routes available including college-based learning, On-Site Assessment and Training (OSAT) and short courses. Mentoring and skills-sharing, work placements and work experience are all mechanisms for developing your workforce to a higher skills level.

We work closely with CITB-ConstructionSkills to address the training needs of employers and the issues of relevant course provision, qualifications, and introducing school children to careers in conservation, restoration, repair and maintenance.
